Judge Carmel Agius was sworn in as Judge of the International Criminal Tribunal for Rwanda in September 2009.

He was first elected Judge of the International Tribunal for the former Yugoslavia in 2001 and then re-elected in 2004. Between 2002 and 2009, he served as Presiding Judge of Trial Chamber II.

In 2009, he was assigned to the Appeals Chamber for both the ICTY and the ICTR. Judge Agius graduated with a Bachelor of Arts in English, Italian and Economics from the

University of Malta from where he subsequently obtained his LL.D in 1969.

He began his career as a lawyer in private practice in 1969. In 1977, he was appointed Magistrate of the Maltese Court of Magistrates. He was successively appointed as Judge of the Superior Court of Malta in 1982.

He was Presiding Judge of the Criminal Court, and member of the Court of Appeal and of the Constitutional Court. In 1999, he became Member of the Permanent Court of Arbitration in The Hague.

He also represented the Maltese Government at the United Nations negotiations on the International Criminal Court between 1995 and 1998. In 1999, he was Consultant to the United Nations High
Commission for Human Rights and Criminal Procedure in a meeting in Kathmandu, Nepal.

Between 1992 and 2001, Judge Agius led the Maltese Delegation at the Annual Meetings of the United Nations Commission on Crime Prevention and Criminal Justice in Vienna. Judge Agius has been the Chairman of the Rules Committee of the ICTY since 2004.
