Hon. Justice Richard Mosley is a judge of the Federal Court of Canada since 2003.

Prior to his appointment to the bench, he served as Assistant Deputy Minister of Criminal Law Policy in the Department of Justice. He joined the Department of Justice of Canada in 1982.

He is Chair of the International Centre for Criminal Law Reform and Criminal Justice Policy since 2007.

A graduate of the University of Ottawa in Political Science and Law, Justice Mosley was formerly an Assistant Crown Attorney for the Province of Ontario, and lecturer in the Department of Law at Carleton University. He is a past president of the Uniform Law Conference of Canada, a former Chair of the Coordinating Committee of Senior Federal, Provincial and Territorial Officials Responsible for Criminal Justice, and a Director of the Nathanson Centre for the Study of Organized Crime and Corruption.

He was awarded his LL.B. from University of Ottawa in 1974. He was called to the Bar of Ontario in 1976 and to the Bar of N.W.T. in 1982, and he was appointed Queen's Counsel, 1989.
